Position Summary
Brookfield Properties Multifamily is seeking an entrepreneurial, detail-oriented Director of Affordable Housing to oversee the overall compliance and recertification of our growing affordable housing portfolio. The Director of Affordable Housing plays a pivotal role in creating and shaping the strategic vision that will empower Brookfield Properties Multifamily to attain their objectives. This position will play a critical role in creating and implementing processes to ensure that Brookfield Properties Multifamily is in compliance with all applicable affordable housing regulations, guidelines, and programs. The Director of Affordable Housing will lead a team of Compliance Managers and other specialists who are responsible for managing compliance in LIHTC, HUD, and other housing program regulations across our multifamily portfolio, ensuring that they remain in full adherence to federal, state, and local affordable housing requirements. This role not only contributes to our mission of creating and caring for places people feel at home but also underscores our strong commitment to accountability and integrity.
Essential Job Functions
1. Responsible for overall Compliance strategic plan creation and implementation across the organization. Develops Multifamily initiatives to ensure Compliance across portfolio. Engage with key stakeholders within the organization to create specific Compliance deliverables for the business.
Implement systems that ensure the programs and properties managed by Brookfield Properties Multifamily remain compliant with all federal, state, and local regulations.
In partnership with Legal and Property Management, develop and implement policies, procedures, and systems to monitor both affordable housing program compliance and increase portfolio wide efficiency.
Proactively work to identify and assess areas of risk related to department compliance and provide solutions to address those risk areas.
Prepare and submit required reports to regulatory agencies, Brookfield Properties Multifamily Leadership, and other stakeholders. Ensure the accuracy and timeliness of these reports.

2. Stay current with federal, state, and local regulations related to affordable housing, including HUD, LIHTC, HOME, and other relevant programs. Interpret and communicate these regulations effectively to internal teams and stakeholders.
Minimize legal risks by understanding current and proposed legislation, enforcing regulations that govern both billable and non-billable services.
Interface with government regulatory agencies; maintain effective working relationships with representatives of city, state and federal agencies, industry peers, and others as applicable.

3. Directs activities of Compliance Managers and other specialists on the Compliance team.
Ensure the Compliance team maintains comprehensive knowledge of applicable program regulations and act as a resource to department staff on compliance matters.

4. Oversee Compliance Team and conduct regular audits of files, regulatory reports and agency audits for the affordable portfolio to ensure the company is in fully compliance with affordable housing regulations. Coordinate with the Compliance Team and Property Management teams to address any identified non-compliance issues promptly.
Manage Compliance Team to ensure all assets are compliant and partner with Property Management and Leasing teams to ensure properties are prepared for on-site and off-site agency reviews and are clear of violations to maintain integrity of the portfolio.
Review occupancy summaries, unit status and asset reports. Develop and track benchmarks and prepare monthly benchmarking reports.
Oversee annual compliance review, including forensic testing and management reporting on results.

Education
This position requires a(n) Undergraduate (Bachelor) Degree in Business, Real Estate, Public Administration or related field.
Work Experience
Below is the required/preferred work experience for this position:
* 8 - 10 Years: Affordable housing compliance experience (e.g., Section 8/202/811/LIHTC/Bond/multilayered programs) - Required
* 8 - 10 Years: Ability to read, analyze and interpret regulatory agreements, reports and legal documents - Required
* 5 - 7 Years: Managerial/Leadership Experience - Required
* 5 - 7 Years: Multifamily Real Estate Experience - Required
Licenses & Certifications
